The tie enables power exchange with the Comisión Federal de Electricidad (CFE) in Mexico and also increases reliability of power in the Rio Grande Valley. As approved in mid-April 2005, it is the first large-scale open-access asynchronous interconnection suitable for commercial purposes between the ERCOT system in the United States and CFE. The 36 MW Eagle Pass / Piedras Negras HVDC Light link can also allow power exchange between ERCOT and CFE.

The interconnection was inaugurated in October 2007.
